L’ARP: Salvare l’indipendenza del Programma MEDIA

La petizione de L’ARP, Société Civile des Auteurs-Réalisateurs-Producteurs,
contro la ventilata idea della Commissione Europea di modificare il Programma MEDIA.

L’ARP (società degli Autori Registi e Produttori) ha lanciato una petizione per salvare il Programma MEDIA.
La commissione europea avrebbe deciso di modificare, o includere all’interno di un programma più vasto, il programma MEDIA.
I cineasti europei si mobilitano per difendere questo programma che da 20 anni contribuisce a sviluppare e proteggere la creazione audiovisiva europea.

La commissione europea avrebbe deciso di sopprimere l’indipendenza del programma MEDIA. Le preoccupazioni riguardo questa modifica investono tutta l’Europa.
Noi, registi europei e produttori europei, siamo estremamente preoccupati di fronte a una possible soppressione del programma MEDIA.
Questo programma, attivo da 20 anni, ha contribuito allo sviluppo di una vera industia del cinema europeo e ha aiutato la creazione di opere di interesse maggiore che fanno oggi parte del patrimonio europeo. Queste opere non sarebbero mai nate senza l’aiuto del programma.
I due terzi del suo budget sono consacrati a una migliore circolazione dei film europei, attraverso aiuti per le sale indipendenti (circuito Europa Cinemas) e per i distributori. La diffusione dei film europei é ancora più importante e necessaria per l’educazione del pubblico più giovane, per lo sviluppo di un gusto culturale diversificato, in un contesto sempre più formattato e in forte concorrenza con strutture di altri continenti.
Recentemente, il programma MEDIA ha manifestado una grande reattività stanziando un’importante somma financiaria destinata ad aiutare i cinema dei paesi europei in maggiore difficoltà ad equipaggiarsi in digitale. Anche questo é un tassello fonamentale per la circolazione dei film.
Il programma MEDIA, tramite gli aiuti allo sviluppo dei progetti e le azioni di formazione, ha contribuito a creare un vero circuito di produttori europei che hanno dato vita a opere in coproduzione. Queste coproduzioni sono la garanzia per i film di una diffusione nei paesi coproduttori. Inoltre, il programma ha creato un fondo che garantirà la mobilitazione delle banche in favore dei produttori di film europei.
Noi, registi europei, abbiamo recentemente risposto a un questionario per la salvaguardia e lo sviluppo di questo programma.
Siamo rammaricati che la commissione europea, piuttosto che fornire i mezzi necessari al rinnovo del programma e riflettere insieme ai Paesi membri a dei nuovi sistemi di finanziamento diversi dalla sola contribuzione degli Stati membri (sistema di fiscalità addizionale europea), si limiti a dare un taglio netto e a ridurre drasticamente le prerogative del Programma MEDIA.
Noi condanniamo la soppressione del Programma MEDIA e anche solo la sua fusione all’interno di un altro programma più vasto.
Sollecitiamo il Presidente della Comissione europea, affinché riceva il più rapidamente possibile una delegazione di registi europei.
Questa profonda modifica del programma rappresenta un rischio per la creazione e la cultura europea, zoccoli della nostra identià e dei nostri valori.
Inoltre, vorrebbe dire dichiararsi già sconfitti davanti a questa bella battaglia che é la promozione della diversità e delle ricchezza delle opere audiovisive europee, di una cultura, di un modo di vivere e di pensare, oltre che la difesa del lavoro di molteplici industrie europee sostenute dalle nostre immagini.
E’ una convizione che vogliamo dividere con i costruttori di questa Europa.

AN END TO MEDIA PROGRAMMING INDEPENDENCE PETITION OF THE EUROPEAN FILMMAKERS The European Commission has decided to put an end to Media Programming independence. The concern about this abolition extends far beyond the walls of Berlaymont, the glass tower in Brussels that houses the European commissioners. We, European directors and European producers, are extremely worried by the way that Media programming is thus being challenged. This programme, launched 20 years ago, contributed to the creation of a genuine European film industry and helped in the creation of major new works that currently form part of the European heritage. They would never have seen the light of day without this programme. Two thirds of its budget is devoted to better European film distribution by arranging assistance to independent operators (the Europa Cinema chain) and distributors. This distribution of European films is all the more necessary for the education of the younger audience and the creation of diversified cultural tastes, in a context that is becoming ever more stereotypical, in a highly competitive audio-visual environment involving major players from other continents. More recently, the MEDIA programme showed great reactivity by finding a financial resource that enabled cinemas in European countries that receive the least state aid to purchase digital equipment. This is a fundamental asset in film distribution. The MEDIA programme, through its project development aids and training initiatives, has contributed to the creation of genuine networks of European producers who have developed co-productions. Thanks to these co-productions, films have been guaranteed distribution in the co-producers’ own countries. The programme has, in fact, only recently created a fund to guarantee mobilisation of the banks, through European film producers. We, European film-makers, recently replied to a questionnaire for the purpose of maintaining and developing this programme. We deplore the fact that the European Commission, rather than allocating the necessary resources for the renewal of the programme and considering with the member states how they could find ways of financing the programme other than through contributions from member states (via an additional European taxation system), has confined itself to abolishing the benefits, reducing credit and ending the specifics of the MEDIA Programme. We refuse, purely and simply, to allow the Media Programme to be abolished, or even to see it merged within another, more extensive programme. We call upon the President of the European Commission to receive a delegation of European film-makers and to do so as quickly as possible. Naturally, this serious challenge does serious harm to creativity and culture, the foundations of our identity and our European values. To do any less would be to declare ourselves beaten already in the great fight for the promotion of diversity and the wealth of European audio-visual productions, our culture, way of life and thought, as well as the defence of jobs and the many European industries that are defended through our images. Les inquiétudes quant à cette suppression dépassent très largement les murs du Berlaymont, la tour de verre bruxelloise abritant les commissaires européens. Nous, les réalisateurs européens et producteurs européens, sommes extrêmement inquiets devant la remise en cause programmée de Media. Ce programme, lancé il y a 20 ans, a contribué à bâtir une véritable industrie du cinéma européen et à aider à la création d’oeuvres majeures faisant partie aujourd’hui du patrimoine européen. Elles n’auraient jamais vu le jour sans ce programme. Les deux tiers de son budget sont consacrés à une meilleure circulation du film européen en organisant des aides aux exploitants indépendants (réseau Europa Cinémas) et aux distributeurs. Cette circulation des films européens est d’autant plus nécessaire à l’éducation du jeune public, à la création de goûts culturels diversifiés, dans un contexte de plus en plus formaté, dans un environnement audiovisuel très concurrencé par des acteurs d’autres continents. Plus récemment, le programme MEDIA a manifesté une très grande réactivité en dégageant une enveloppe financière permettant aux cinémas des pays européens les moins aidés de pouvoir s’équiper en numérique. C’est un enjeu fondamental aussi pour la circulation des films. Le programme MEDIA, par les aides au développement de projet et par des actions de formation, a contribué à créer de véritables réseaux de producteurs européens qui ont développé des oeuvres en coproduction. Grâce à ces coproductions, ces films ont eu des garanties de diffusion dans les pays coproducteurs. Le programme vient d’ailleurs de créer un fonds qui garantira la mobilisation auprès des banques, par les producteurs de films européens. Nous, réalisateurs européens, avons récemment répondu au questionnaire pour maintenir et développer ce programme. Nous déplorons que la Commission européenne, plutôt que de donner les moyens nécessaires au renouvellement du programme et de réfléchir avec les Etats membres à d’autres systèmes de financement du programme que les contributions des Etats membres (système de fiscalité additionnelle européenne), se borne à tailler dans le vif et à réduire les crédits et la spécificité du Programme MEDIA. Nous refusons purement et simplement la suppression du Programme Media ou même sa fusion à l’intérieur d’un autre programme plus large. Nous en appelons au Président de la Commission européenne, afin qu’il reçoive le plus rapidement possible une délégation de réalisateurs européens. Cette profonde remise en cause serait naturellement une atteinte à la création et la culture, socles de notre identité et de nos valeurs européennes. Au-delà, ce serait se déclarer d’ores et déjà vaincus dans cette belle bataille qu’est la promotion de la diversité et de la richesse des oeuvres audiovisuelles européennes, d’une culture, d’un mode de vie et de pensée, autant que de la défense d’emplois et de multiples industries européennes défendues à travers nos images.
